Portugal Launches Guide to Promote Ethical, Transparent, and Responsible Artificial Intelligence

The Administrative Modernisation Agency (AMA) has presented GuIA – Guide for Artificial Intelligence, published in June 2025, which aims to guide the adoption of AI solutions in an ethical, transparent, and responsible way across both the public and private sectors.

The document stresses the importance of balancing innovation with fundamental principles such as explainability, fairness, privacy, security, inclusion, and sustainability. Recognising the risks associated with intelligent systems — from algorithmic bias to impacts on sensitive areas such as healthcare, justice, or credit allocation — the guide proposes clear governance pillars and a risk assessment tool to support institutions and companies in implementing best practices.

By placing AI in both global and national contexts, it highlights alignment with the European AI Act and Portugal’s National Digital Strategy, advocating for an ecosystem based on open data, interoperability, and cooperation between the State, academia, and the private sector. More than just a technical manual, GuIA seeks to build trust, foster digital literacy, and ensure that AI in Portugal contributes to the common good, protecting democracy, fundamental rights, and sustainable development.
