Integration of “Citizen Science” into Research Policies: OECD Recommendations for a More Participatory Future

The OECD recently published the report Embedding Citizen Science into Research Policy (April 2025), which reinforces the importance of integrating citizen science into research policies. The document argues that the active involvement of non-professional citizens in the production of scientific knowledge is a strategic tool to accelerate data collection and analysis, respond more effectively to society’s needs, and increase public trust in science-based decisions.

Despite its great potential, challenges remain such as ensuring data quality, promoting diversity in participation, and overcoming the lack of institutional recognition in academic systems. To address these barriers, the OECD presents a framework based on three pillars — why, when, and how to implement — suggesting concrete measures such as specific funding programmes, accessible data infrastructures, and capacity-building networks. The report also stresses that the evaluation of citizen science should go beyond traditional indicators, valuing social impact, scientific literacy, and community cohesion.

Thus, citizen science emerges as a fundamental pathway to tackling major global challenges, including the Sustainable Development Goals, provided it is supported by inclusive and well-designed policies.
